I had the same problem with my 04'. Granted, if you drive up on a road hugger sub compact you'll blind them just because your lights are 2' higher - oh well!
But there is a good chance your lights are out of alignment. I was getting flashed all the time with a stock height Titan - no mods. So I decided to check the headlight aim- they turned out to be WAY TOO HIGH.
If you want to adjust ... The shop manual has a aiming diagram but I'll shorten that up for you. Find the horizontal center height of your headlight, measure from the ground up to the midpoint of your light. Mine had some small round marks in the plastic lens. My height was about 37.5 in.
If you have a level driveway and a garage door just back up 25 ft. and put a mark on the door using the ground up/ mid point measurement you took. Wait till dark
Switch on the low beams and you'll have two blobs of light below a lighted field. These lights have a distinctive horizontal cut off . The lit /unlit line should be NO HIGHER than the marks you put on the door. My lit/unlit line was a good 14" higher !
The adjustment screw is on top of the headlight housing (6MM) just turn it in/out.
There is no side to side adjustment - just up and down.
