Pretty sure that it is a cover. If you take a switch out (VDC, Tow Mode,ect), this is what you put back in its place.

That's exactly what it is. It's just a blank for any of the buttons. But this is really a crazy coincidence. I needed a few of these and searched high and low for them. I finally found them last night on courtesyparts.com and today, it gets posted. Weird.

I have used these before to mount LEDs for alarms or swithches for secondary lights. Great to have if you want a factory look or you're like me and lazy.
